Servers labeled NoRules are basically anarchy-style worlds with little to no moderation: griefing, stealing, and killing are allowed, chat is usually unfiltered, and there’s no protection or rollback. They tend to run vanilla or lightly modified survival with minimal plugins beyond basic anti-crash/anti-dupe controls, and the gameplay revolves around PvP, raiding, and surviving in a hostile player-driven environment.
