Servers where rules, major changes, and community decisions are handled by a small council (elected players, trusted members, or staff) instead of a single owner. They usually use votes or council meetings for things like rule changes, town disputes, event planning, and moderation policy, and often show up on SMPs and roleplay/politics-style servers.
