Chill Build servers are relaxed, mostly non-competitive building-focused servers, usually in Creative or a lightly-modded/vanilla Survival with keep-inventory and other low-stress settings. The main activity is building and hanging out, often with claims/plots, minimal PvP, and few gameplay pressures beyond making projects.
