Pirate Minecraft servers are themed around pirate stuff: sailing/ships, island exploration, treasure hunts, crew/guild systems, and naval-style PvP or events. They usually use custom maps and plugins/mods for ships, cannons, loot, and quests to support the pirate gameplay loop.
