Doctor Who servers are themed around the TV series, usually running mods or plugins that add TARDIS travel, Daleks and other mobs, sonic-style tools, regenerations, and custom worlds or builds based on locations from the show. They tend to be roleplay-friendly and focus on themed exploration and events rather than vanilla progression.
